Joan Alker
Senior Researcher, Georgetown University Health Policy Institute
Prior to joining the faculty at Georgetown University, Joan Alker was the Associate Director of Government Affairs for Families USA, a national consumer health
care organization. Her current research interests include the role of employer-sponsored coverage in public programs, Medicaid managed care, and public coverage for low-income families. Ms. Alker holds a M.Phil in Politics from Oxford University and an A.B. with Honors in Political Science from Bryn Mawr College.
Thomas W. Arnold
Deputy Secretary for Medicaid, Florida Agency for Health Care Administration
Tom Arnold has more than 13 years experience in Florida Medicaid. He has held the positions of Director of Administration, Medicaid Operations Director, and was appointed Deputy Secretary/Medicaid Director in June, 2004, where he administers Florida’s $14 billion Medicaid program and licenses and regulates more than 25,000 health care facilities. Mr. Arnold received his Bachelor of Science degree in Accounting from Florida State University and served six years in the United States Marine Corps Reserve.
