Hayes Named First President of Health Policy Institute of Ohio



Columbus, OH -William D. Hayes, Ph.D., has been named the first president of the newly created Health Policy Institute of Ohio (HPIO). Before joining HPIO, Dr. Hayes served as Assistant Deputy Director for Policy and Operations in the Office of Ohio Health Plans in the Ohio Department of Job and Family Services, where he helped to direct Ohio’s Medicaid program. Prior to that job, he was the Deputy Director for Policy, Planning, and the Ohio Health Care Data Center at the Ohio Department of Health.

Dr. Hayes also is adjunct faculty at the Ohio State University School of Public Health, where he teaches courses on health policy. He earned his Ph.D. in Political Science from Northwestern University and has taught at Northwestern University, Marquette University, Franklin University, Columbus State Community College, and the Ohio State University.

HPIO is a newly created independent, nonpartisan organization that will forecast health trends, analyze key health issues, and communicate current research to Ohio policymakers, state agencies, and other decision makers. HPIO will also convene discussions on important health issues for Ohio by bringing together representatives from various sectors with a keen interest in health matters, including policy makers, providers, employers, advocates, health plans, consumers, state agencies, and researchers.

The following foundations are providing up to five years of funding to start HPIO:

  • The Anthem Foundation of Ohio (based in Cincinnati)
  • The Cleveland Foundation
  • The George Gund Foundation (based in Cleveland)
  • The Health Foundation of Greater Cincinnati
  • The Mt. Sinai Health Care Foundation (based in Cleveland)
  • Saint Luke’s Foundation of Cleveland
  • Sisters of Charity Foundation of Canton with the Sisters of Charity Foundation of Cleveland
